Indian Housing Operating Cost Study: Phase Two
A multifaceted plan for addressing the objectives of this Study will be followed in Phase Two. First, a strategy for systematically collecting consistent cost data from a diverse sample of TDHEs will be pursued. Second, examination of alternate indicators of housing operating costs in Indian Country will be pursued, including a detailed examination of the Indian Health Service Quarters Program . Both data collected from Tribes and archival data will be considered as alternatives to AEL in the Formula Current Assisted Stock (FCAS) portion of Indian Housing Block Grant (IHBG) formula.
Based upon the experiences and information gained in Phase One of this study, the systematic strategy for collecting consistent cost data will address the following components:
