How did this study come about? |
Assistant Secretary Michael Liu commissioned the study in response to concerns raised about the Allowable Expense Level (AEL) adjustment factor by Tribes and HUD during the negotiated rulemaking for the Indian Housing Block Grant (IHBG) formula. The formula currently uses the AEL as one possible adjustment factor for the per-unit funding of 1937 Act units in the IHBG formula. Since the AEL is widely acknowledged by both tribes and HUD to be inaccurate, they agreed on the need to have a more accurate basis for measuring the cost to Indian tribes of operating affordable housing. |
Is my tribe included in the study? |
Tribes with 1937 Act housing units are included in the study. Tribes that have any Mutual Help, Turnkey III, Low Rent, or Section 8 units will be asked to participate in the study. |
