Extension of Time : HUD has granted a no-cost extension of time for completion of the report of this study. That extension will require a draft final report in late winter, early spring.

Extension of Time : HUD has granted an extension of time for completion of the report of this study. That extension will require a draft final report by January 15, 2007.

Summary Costs by Tribe : For those tribes that have provided data in a format that allows it to be categorized for the study, we have been sending out summary sheets for review. At this time there are approximately 35 Tribes that have received these summaries. Additional summaries will be sent as data is reviewed.

Spreadsheet for submitting Costs: Several Tribes have been sent the spreadsheet for submitting costs this month. This included Tribes that had submitted data that we were unable to use, as well as Tribes where we were seeking clarification of submitted costs. The spreadsheet is available under the link "Spreadsheet for Operating Costs Submission". In addition the categories used in the spread sheet are explained in the "Cost Study Categories".

Case Studies of Energy Use: Thirteen site visits have been completed as a part of the modification to the scope of work to include more information on energy costs and use. Several reports are available on the website under the link "Case Studies of Energy Use".

USDA Rural 515 Cost Data : The USDA 515 operating cost dat for FY 2002-2004 has been reviewed. There are over 10,000 projects in states where Tribes have 1937 Act units. The data has been thoroughly reviewed to eliminate systematic and random error. In some cases state USDA offices were contacted to verify data. This data will now be used to create an alternate location index.

Spreadsheet for submitting Costs: The OMB review process was completed on October 30, 2006. The OMB control number for this information collection is 2577 0248 and expires October 31, 2009. Included in the review were the cost categories being used in the study and an excel spreadsheet that Tribes can use to submit operating costs to the study. The spreadsheet is available under the link "Spreadsheet for Operating Costs Submission". In addition the categories used in the spread sheet are explained in the "Cost Study Categories".

Paperwork Reduction Act: The Federal Register (Vol. 71, No. 173 / Thursday, September 7, 2006) published a "Notice of Submission of Proposed
Information Collection to OMB; Indian Housing Operating Cost Study". The FR contains a reference to a web site with additional information (http://hlannwp031.hud.gov/po/i/icbts/collectionsearch.cfm). Energy Costs: Two site visits were conducted as a part of the focus on energy costs, Kickapoo (KS) and Iowa Tribe of Kansas & Nebraska were visited.

USDA 515: A file with operating cost data for USDA 515 program for FY 2002-2004 was received.

Energy Costs: The first two site visits conducted to focus on energy costs occurred during this month. Visits were made to Wampanoag and Pleasant Point.

Association Meetings: HUD staff from EWONAP and NWONAP asked for summary material

Association Meetings: HUD staff from EWONAP and NWONAP asked for summary material that they could include in presentations to housing association meetings. This update was provided, including information on the extension until January 13, 2007 and the amendment to Energy Costs.

April 25, 2006

Extension of Time: HUD has amended the contract with FirstPic, Inc. to extend the Period of Performance to January 13, 2007.

Utility Costs: HUD has amended the contract with FirstPic, Inc. to include an evaluation of utility costs for susbsequent site visits. The Contractor shall collect data on energy costs, types of energy sources used, energy delivery methods, and other related data.

April 1, 2006

Presentation and Discussion with the Association of Alaska Housing Authorities: The Association invited Jim Anderson to attend their March 28-29 meeting in Juneau. The IHOC study was summarized for Tribe/TDHE financial officers. AAHA will be using the IHOC cost catagories to collect cost data in Alaska. AAHA may collect additional data for use by the Association, for example data for FY 2005 as well as those years in the IHOC study. AAHA expects to have data available by April 30, 2006.

USDA 515: A formul request was made for all USDA 515 data for FY 2002-2004.

January 15, 2006

Presentation and Discussion with the Association of Alaska Housing Authorities: The Association invited Jim Anderson to attend their January 12 meeting in Anchorage. At that time the status of the IHOC study was summarized. (The presentation slides may be seen by clicking here for AAHA. This is a pdf file that you can save if you desire.)

After discussion the members of the AAHA agreed to cooperate with the study. Blake Kazama will work out the details of this cooperation with the IHOC team.

Alaska Rural Development: The USDA Office in Palmer, AK was visited to obtain additional information about the operation of the 515 rental housing program. The administration of the program was discussed with staff and five projects were seen. Discussions were conducted with the staff at one family project and one elderly project.


November 11, 2005

Invitation to participate: All Tribes/TDHEs have been invited to submit existing records/reports of expenditures for FY 2002, 2003, and 2004. At this time over 60 Tribes/TDHEs have provided some information about the cost of operating 1937 Act units. Naturally this initial information is not immediately comparable. The team is going through these one-by-one to undertand what was submitted. This includes entry into our OCDES database for reorganization into the cost categories in our IHOC chart of accounts. As questions arise we are contacting individual Tribes/TDHEs for clarification.

USDA 515 data: We have received data from the USDA on the operating expenses of rental, family units in their 515 program. Although d ata is available on over 10,000 projects, we have limited our examination of the 515 data to the include only projects that are in counties that are a part of the IHBG formula area of Tribes/TDHEs with 1937 Act units. With this restriction on the 515 program data we are examining 1,951 projects located in 494 counties in 33 states. A national per unit cost has been calculated for these 1,951 units for FY 2004, $3,191.

Website: During the October the website served as host to 149 browsers that requested 451 pages.

Invitation to participate: All Tribes/TDHEs are being invited to submit existing records/reports of expenditures for FY 2002, 2003, and 2004. Ideally these would indicated indicate expenditures by subsidiary accounts in functional area/ departments and would be broken down to indicate total expenditures, expenditures related to Mutual Help units, and expenditures related to Low Rent Units. At this time over 40 responses have been received.

IHOC Chart of Accounts: The site visits during Phase One have led to the evolution of the IHOC Chart of Accounts. This will be the basis for categorizing the TDHE expenses for operating 1937 Act units.

Operating Cost Data Entry System: This is an Excel workbook that allows entry of operating cost data in the TDHE's format. Within this entry sheet costs are assigned to accounts within the IHOC Chart. A set of formula's collapses similar costs and organize them into a standard output format. This includes total costs, as well as per unit, per month (PUM) costs.

IHOC Chart of Accounts: The site visits during Phase One have led to the evolution of the IHOC Chart of Accounts. This is being considered as the basis for categorizing expenses. Using a common chart will be necessary to allow comparison of expenses accross TDHEs.

Regional Association Meetings: In Phase One of the study, Regional Association meetings are seen as important places to re-introduce the study to Tribes/TDHEs and to allow TDHE and Tribal representatives an opportunity to discuss the study. All six Regional Association meetings have been attended: AAHA, NWIHA, SWIHA, SPIHA, UNAHA, and a joint meeting of USET and Great Lakes. These sessions provided an opportunity for a general status report to all, and small discussion groups to occur, but especially for one-on-one discussions of how the study could best proceed in Phase Two.

Site Visits: Two TDHEs have been visited in each of the following regions: AONAP, EWONAP, NPONAP, NWONAP, and SPONAP. in addition, one TDHE has been visited in the SWONAP region, with an additional site contacted. Additional visits are currently being scheduled in SPONAP and SWONAP. The last three site visits used a review of operating statements to locate cost data for cost categoris derived from HUD-52599. In one case a TDHE collected the information before the site team arrived. At least 2 TDHEs have been visited in every region during Phase1.

Telephone Calls: The toll free number (1-877-307-7539) remains available so that interested individuals may telephone and discuss the study. Several calls have come in to discuss requests for existing operating cost data.

Website: During the last 4 weeks the website continues to have between 1-10 visitors per day, with an average of 3 per day.

Plans are in place to meet with the other associations in late April and early May. These sessions provide an opportunity for a general status report to all, and small discussion groups to occur, but especially for one-on-one discussions of how the study could best proceed in Phase Two.

Site Visits: Two TDHEs have been visited in each of the following regions: EWONAP, NWONAP, and SPONAP. in addition, one TDHE has been visited in each of the following regions: NPONAP and SWONAP. Additional visits are being scheduled in AONAP, EWONAP, NPONAP, and SWONAP. The first eight site visits were very broad and have sought to understand both the costs of operating 1937 Act units and the ways in which those costs were documented. From this point on, the site visits will begin to become more focused upon specific ways that the data can be collected from a large number of TDHEs during Phase 2. We expect that 2-3 TDHEs will be visited in every region before the conclusion of Phase1.

Telephone Calls: The toll free number (1-877-307-7539) remains available so that interested individuals may telephone and discuss the study. However, no calls have been received since early March. The IHOC Study staff telephoned a sample of TDHEs to inquire if there were concerns, but this did not result in any additional issues, and is currently not seen as a good use of staff time.

Website: This website continues to have between 1-12 visitors per day, with an average of 3 per day.

Historical Data: The use of historical data has been informative in thinking about the collection of current operating cost data during Phase 2 of this study. We have obtained Management Information Resource System (MIRS) data for three ONAP areas and have begun to examine 1991-1995 operating cost data in MIRS. Among the lessons learned from this historical data is that TDHEs experience variation in operating costs from year-to-year. As a result we believe that it is important to collect data for at least three consecutive years during Phase 2.

Data Collection in Phase 2: The discussions during the initial site visits indicate that it is unlikely that operating cost data can be collected by individual project. It is not clear if the data can be collected by program, e.g., by Low Rent units and Mutual Help units. We are focusing on a data collection instrument for Phase 2 of this study that is derived from HUD - 52599 and the HUD Chart of Accounts. TDHEs had this common starting point as the NAHASDA program began. However, we are finding that individual TDHEs have moved away from HUD - 52599, but that it is still an important reference point. A draft questionnaire is being assembled and will be posted on this web site at some point in the future. A submission to the Office of Management and Budget has been prepared so that the new form can be used in a mail survey of TDHEs with 1937 Act housing.

Site Visits: Two Tribes have been visited in SPONAP region. Visits are currently scheduled with Tribes/TDHEs in EWONAP, NPONAP, and NWONAP. We expect to visit at least one tribe in each region during Phase One of this study.

Telephone Calls: We have begun to makecalls to TDHE Executive Directors who attended the UNAHA meeting in January. These have dual functions of reminding people of the purpose of the study and providing an opportunity for participation in Phase One.

Website: This website has had between 4-12 visitors per day.
